With a professional team led by a registered Professional Engineer (PE) and an access to talented individuals, DCR is uniquely positioned to deliver high-quality, cost-effective solutions. Our goal is to provide exceptional support to construction projects through construction submittals support, project controls and CPM scheduling, as-built drafting, advanced inspection technologies, and more. In addition, we offer advanced services such as construction site aerial imaging and Matterport scanning and hosting, delivering innovative tools to give our clients a detailed, real-time view of their projects.

TEAM
CHARLIE ZHANG, PH.D., P.E. (SENIOR CONSULTANT)
Charlie Zhang holds a Ph.D. in Civil Engineering and brings over 11 years of experience in construction consulting. He is a Certified Construction Documents Technologist (CDT) by the Construction Specifications Institute (CSI), an Environmental and Erosion Control Specialist (ECATTS) certified by the Naval Facilities Engineering Command (NAVFAC), and a Construction Manager in Training (CMIT) through the Construction Management Association of America (CMAA). Additionally, Charlie holds the Construction Quality Management for Contractors License (#LRL091500793) issued by the U.S. Army Corps of Engineers and has completed the OSHA 30-Hour Outreach Training Program, earning certification from OSHA.
HELEN QIN, ED.D. (OWNER / DIRECTOR OF OPERATIONS AND MARKETING)
With an Ed.D. in Curriculum and Instruction, Helen leads the company’s strategic operations and marketing efforts. She is dedicated to driving growth, fostering client relationships, and establishing DCR as a trusted partner in the construction consulting industry.
SRISHTI HADA (CONSULTANT)
Er. Srishti Hada is a civil engineer and graduate research/teaching assistant at the University of Wyoming currently pursuing her master’s in civil engineering, specializing in construction management. She holds several professional certifications, including the OSHA 30 Hour Outreach Training Program and Procore certification. Her professional background is rich with diverse roles, from leading feasibility analyses for university projects to managing construction schedules, civil and construction designs of residential & commercial buildings, roads, canals, etc. and delivering engineering design training for engineering consultancies. Her blend of technical expertise, effective leadership & communication skills and community involvement marks her as a leading figure in her field.
